A <footer> as a direct child of <body> sits under a top rule. With plain children it is one row; with <nav> children it becomes columns.

Notes
- The column layout is picked up with
:has(> nav), so a plain footer is left alone. - A leading
<small>or<p>directly in the footer keeps a full-width line of its own above the columns. - The top rule is
--s72-fg, the page ink at full strength.
